One of the conditions to end the game is that 3 or more companies have no more shares on the charter.
Is the Wabash Railroad Company also taken into account for this rule?

Yap it is.
Its clearified in the rules - the Wabash is a totally ordinary company and if the third stock which is sold is a Wabash one that is the closing bell as well....
