2) How will be selected the regions?
3) The rules say that 4 powerplants should be discarded in 4-player game. How many powerplants are discarded while playing with the Flux-generator? 4 or 5?
4) Are these discarded powerplants discarded "face up"? i.e. Are they known?
5) Are the players allowed to count how many powerplants were already thrown away?

As far as I know on the german map. (was published anywhere)

2)I would think that the 2 banned regions will be allotted at the day of the tournament and count then for all tables. At least that would make sense :-)
3)With the Flux-generator it remains with 4 cards. The rule says clearly that at the moment when the card come into the game the lowest powerplant will leave immediately.
4) Surely not - that would be silly, wouldn't it? That would kill all thrill, hope and disappointment *lol*
5)Well I don't think that anyone will prohebit you to count in your mind :-) But its a good question and I would think that is might be allowed to see how many cards there are who are yet to be drawn.
